‘Glass ceiling’ effect vs. low public pan-European support for gender quotas: learning from the early lessons of the Commission’s strategy for equality between men and women 2010-2015 and the Council of Europe’s (CoE) Gender Equality Programme of 2012, how should European stakeholders seek to achieve gender parity across the continent?

Even in 2013, gender equality still needs to be high on the agenda of the EU. The Council of Europe already stated that gender equality is both an integral part of human rights and a fundamental criterion of democracy and has therefore started the “Gender Equality Programme”. At the same time, difficult questions, such as quotas for women in boards have still not been answered, even though they have been addressed by, for example, the European Commission, and gender gaps remain visible. The EU has yet to address more practical questions tied to gender equality such as childcare services and parental leave. Up until 2015, the EU can fall back on the strategy laid out by the European Commission in “Strategy for equality between men and women”, which focussed amongst others on equal economic interdependence, equality in decision-making and equal pay for work of equal value. One of the main questions we will ask ourselves is what the strategy of the EU and the CoE should address in the future in order to tackle gender inequality.
